Automatic merge from submit-queue

servicecontroller: use consistent node criteria

We have two node selection functions: includeNodeFromNodeList and
getNodeConditionPredicate, and the logic is different.

The logic should be the same, so remove includeNodeFromNodeList and just
use getNodeConditionPredicate everywhere.
