Automatic merge from submit-queue (batch tested with PRs 50919, 51410, 50099, 51300, 50296)

Remove failure policy from initializer configuration

A few reasons:
* Implementing fail open initializers increases complexity a lot
* We haven't seen strong use cases
* We can always add it back
