Bump Cluster Autoscaler version to 0.5.0

**What this PR does / why we need it**:

This PR bumps Cluster Autoscaler version to 0.5.0. The version is the same as 0.5.0-beta2 (from the code perspective). We are just removing the -beta2 tag from the image.
