Merge pull request #54557 from sttts/sttts-import-restrictions

If you want to cherry-pick this change to another branch, please follow the instructions <a href="https://github.com/kubernetes/community/blob/master/contributors/devel/cherry-picks.md">here</a>. hack: rename verify-{staging- -> }imports.sh The import-verify mechanism is very helpful in restricting imports on a long way towards splitting out something into a staging repo. Obviously, during that time it's not about staging repos. This PR renames the verify script and config for that reality.
