Merge pull request #44008 from ixdy/bazel-rules-go

Automatic merge from submit-queue (batch tested with PRs 44008, 41929) Bump rules_go to latest **What this PR does / why we need it**: updates the Bazel go_rules dependency which provides several important bugfixes and feature enhancements.
