Merge pull request #63857 from wojtek-t/collapse_secret_manager

Automatic merge from submit-queue (batch tested with PRs 63886, 63857, 63824). Refactor cache based manager This is support to be no-op refactoring. It will only allow to share code between secret and configmap managers.
