Merge pull request #26862 from fabioy/node_pool_test

Automatic merge from submit-queue Add GKE node pool e2e test. Fix GKE local SSD test to only run under GKE. Just adding a node pool e2e test for GKE runs. And minor fix to local SSD test to only run under GKE. [![Analytics](https://kubernetes-site.appspot.com/UA-36037335-10/GitHub/.github/PULL_REQUEST_TEMPLATE.md?pixel)]()
