Merge pull request #61633 from briantopping/feature/61632

Automatic merge from submit-queue (batch tested with PRs 62694, 62569, 62646, 61633, 62433). Patch for #61632, add `/etc/sysconfig/kublet` and supporting wiring. **What this PR does / why we need it**: These are just simple config structure changes to better meet expectations for RHEL users.
