fix controlplane unit tests

What this PR does / why we need it: when the flexvolumeDirVolumePath is truely existent in the host, ```cmd/kubeadm/app/phases/controlplane``` unit tests will be failed. Fixes #56189 Release note: ```release-note NONE ```
