Merge pull request #63928 from deads2k/cli-61-apiversion-protection

Automatic merge from submit-queue (batch tested with PRs 63920, 63716, 63928, 60553, 63946). If you want to cherry-pick this change to another branch, please follow the instructions <a href="https://github.com/kubernetes/community/blob/master/contributors/devel/cherry-picks.md">here</a>. add protection for missing apiversion so we never serialize a bad object we need the json and yaml printers to fail if they are going to serialize a thing that is missing apiversion and kind information.
